2.1 Speed Limits

2.2 The Parade/Hodgson Street Intersection - Ocean Grove Town Centre Urban Design Framework (UDF)

  • Under the recently adopted Ocean Grove Urban Design Framework (UDF) the Priority 1 Road Infrastructure works was for this curved intersection to be straightened up and signalized. OGCA understands that after originally agreeing with COGG Council, VicRoads pulled out of the proposal and the funding agreements.
  • VicRoads is requested to update since March 2018 meeting.

2.3 Grubb Road  
2.3.1

Duplication of Grubb Road

  • VicRoads is requested to update on:
    • Has VicRoads Planning Team Leader has been appointed?
    • Is the 31 December 2018 still on target?
    • What is the community engagement plan and how can OGCA assist?
    • Why hasn’t speed limit been reduced to 60km during construction of shopping centre/retirement village precinct as agreed during earlier VCAT mediation?
      • Note: As part of the Planning Permit approved for the new shopping Centre, VicRoads has already agreed to reducing the speed limit to 60kph.
  • OGCA will table for discussion option for Grubb Road duplication planning task to encompass the link from the roundabout on Shell/Thacker/Grubb/Tuckfield intersection south along Tuckfield to the future connection to The Terrace/Emperor Drive junction through Tuckfield Street COGG Municipal Reserve using the existing VicRoads easement.   Planning outcome included in the VicRoads planned community consultation/engagement.
  • OGCA will request a meeting with the VicRoads Grubb Road Design Team by end of July 2018 to discuss the process, options and possible costs.

 

  • OGCA to discuss with VicRoads a “ball park” $ estimation of planned Grubb Road duplication costs for OGCA to use in seeking a commitment at the November state election from all political parties to fund the construction works in the next term of government with the objective being to commence construction by December 2020.

2.3.2 Grubb Road Pedestrian Access – western side of Grubb Road, from Shell Road roundabout to the Nature Reserve

2.3.3 Grubb Road Industrial Estate – (Adco Grove)
  • VicRoads is requested to update
    • Note: Increasing unsafe with deterioration of road verge/increased traffic turning. No passing available on the left of those turning right to keep traffic flowing.   Will get worse with the planned and funded upgrade in COGG Council Budget FY 18/19 of Kingston Park Recreational Reserve children play ground on Adco Grove. Deep potholes on western verge of Grubb Road at the intersection combined with and the position of the wooden signage currently prevents safe passing on the left.

  • OGCA to thank VicRoads for listening to community input and implementing a single speed limit of 50kph for the length of Presidents Ave (with the exception of the school crossing where it is 40kh at school times).
